What Is QIS

QIS aims at,

Translating qualitative information into numbers can help use stakeholder perceptions effectively in overall project management

Can help project managers monitor project performance on the ground - through the eyes of the community

Can help communities and project field staff have an effective voice in improving implementation

What is QIS?

QIS is a flexible system to monitor, capture and compare qualitative information over time and space, to store and manage this information in computer databases, and to link assessment with action planning during stakeholder meetings.

The main features of QIS are:

·Measures project processes and qualitative impacts;

·Uses standard PRA tools for community assessment;

·Empowers communities and project staff;

·Converts qualitative information into numbers;

·Collects qualitative information to explain scores;

·Stores information on existing, off-the-shelf computer database programme; and

·Facilitates adaptive management, through stakeholder meetings and action planning reports, right along the project management cycle.

Multiple uses of assessments for ADB 3

–Assessment 1 (May 05) (100 villages): Planning in Batches I and II, and O&M in Batch II – and to guide planning in ADB 4 project;

–Assessment 2 (Mar 06) (100 villages): Change in performance in qualitative issues in Batch II
